GENOCIDE CONVENTION o Parties pledge to prevent genocide and punish people who commit these acts o 1st human rights agreement following WWII o Most states have not violated
? Except some: Rwanda, Darfur o U.S. has ratified o Crime no matter in war or peacetime o Both public officials and private individuals can commit genocide
? Parties pledge to enact legislation & punish people for prohibited acts o Must have act & intent for genocide o Acts
? Killing, serious bodily/mental harm, prevent births w/in group, forcefully transferring kids from one group to another o Intent
? To destroy in whole or in part a national, ethical, racial, or religious group
? Must be specific intent o Also punishes the conspiracy to commit genocide - attempt or involvement o If there is a dispute whether genocide is taking place - goes to ICJ o ICTY, ICR & ICC
? Have authority to punish crime of genocide
